Houston METRO, established in 1978, operates a regional multimodal transportation system serving Houston and the Harris County area.

 

Mr. Mossbrooks supported the Program Controls Department on project closeout activities as a Primavera P6 Scheduler and Report Analyst on the Houston Light Rail Transit (LRT) expansion project (1.2 billion $).

·   LRT Invoice reviews and approvals utilizing Project Manager updates thru Primavera P6 and Excel.

·   Change order validation, cost reviews, approvals, cost code realignment, and invoicing at the local and Federal level.

·   Research outstanding billing issues and account code reconciliations at the organizational and Federal level.

Atkins Design - Exxon Mobil Campus Project (EMCPS), Spring Texas.

ExxonMobil, the largest publicly traded international oil and gas company, uses technology and innovation to help meet the world’s growing energy needs.  EMCPS is an energy-efficient campus located on 385-acre wooded site in north Houston.  The complex will have 14 low-rise office buildings, laboratory, central plant, computing facility, conference and training centers and employee amenities (4 billion $).

 

In his role as senior Primavera P6 scheduler and project controls specialist, Mr. Mossbrooks supports the goals of the Integrated Master Schedule (IMS) utilizing Primavera P6 thru the Integrated Project Team (IPT).

·   Integration and development of the ExxonMobil Information Technology (EMIT) Primavera P6 schedule.

·   Primavera P6 Interface Manager for cross scope schedule relationships and resource management.

·   Progress management of EV thru Primavera P6 and the Schedule of Values (SOV), baselining, trending and forecasting. Heavy use of Pivot Tables and data integration with the tools of Excel, Access, time card data, and security access control data.

·   Master report automation, trending and analysis.

·   Primavera P6 administration: EPS, OBS, WBS, resource management, custom codes, baselines, archives, access control, calendars, training, database integrity, and maintenance.

Atkins Design - Harris County Toll Road Authority (HCTRA), Houston, Texas.

The Harris County Toll Road Authority improves mobility in the Greater Houston Metropolitan area through excellence in the operation of urban toll highway systems, while upholding a commitment to leadership, public service, and quality of life. 

 

Serving as a Senior Scheduler and Business Analyst, Mr. Mossbrooks provides technical programmatic and project support for the reimplementation of HCTRA’s Roadside Toll Collection System (RTCS), and Back Office System (BOS).

PBS&J/Atkins Design - Comprehensive Everglades Restoration Plan (CERP) Program Management Support Services, South Florida (USACE, Jacksonville District).

CERP is a 13 billion $ complex environmental restoration program encompassing ecological rejuvenation, water supply, flood protection, and recreation.  PBS&J is a partner in the Everglades Partners Joint Venture (EPJV), selected by the Jacksonville District to provide program/project management support services.  EPJV was recently awarded an outstanding score for A-E contract administration support systems (ACASS) rating.

 

Mr. Mossbrooks served as a senior report analyst, Primavera P6 scheduler/estimator responsible for providing programmatic support to the USACE, Jacksonville District.  Excelling with technology driven tools he is the go to representative for time saving innovations.  His accomplishments include:

·               Coordinating, reviewing, and consolidating data for CERP project cost estimates (PB-3), and developing overall annual and multiyear program estimates and scenarios (Full Funds and PB-2a).

·               Train, document and support USACE business analysts on estimating tools.

·               Providing monthly programmatic milestone status reports generated from Primavera project schedules.

·               Performing project and programmatic scheduling, change control, fiscal budgeting, and base lining using USACE PMBP P2 systems and Primavera.

·               Development of the Master Implementation Sequencing Plan (MISP) and related Integrated Delivery Schedules (IDS) using Primavera and custom Excel reports.

·               Technology advisor for the EPJV team including application training, documentation, backups, and network support.

·               End user representative for USACE Information & Data Management (IDM) division.  Design surveys to project 5 year data storage requirements.  Assist PM’s with 3 year computer refresh projections.

·               EPJV contract compliance support featuring funding analysis, monthly contract performance analysis and automation of USACE invoices.

·               Automate employees ODC and travel expenses to allow daily dashboard updates and effortless weekly team updates.

The St. Joe Company is one of Florida's largest real estate development companies and Northwest Florida's largest private landowner with approximately 576,000 acres of land, concentrated primarily between Tallahassee and Destin.

 

Mr. Mossbrooks served as the Northeast Florida Division’s regional Process Manager and Integrated Master Scheduler (IMS) for 5 years.  Using Primavera, he implemented a centralized scheduling system that automated line pay, provided daily schedule updates to vendors and internal customers, and provided a powerful forecasting tool for Stakeholders.
